Although &#8220;farms&#8221; are exempt, the agency has defined &#8220;farm&#8221; narrowly. And people making foods such as lacto-fermented vegetables, cheeses, or breads would be required to register and pay the fee, which could drive beginning and small producers out of business during difficult economic times.\n<li>empowers the Dept. of Health and Human Services to micro-manage the raising and harvesting of crops (you might have assumed that Congress would\u2019ve handed the U.S. Dept of Agriculture this terrible power.)\n<\/ul>\n<p>\nHere&#8217;s how <a href=\"http:\/\/www.govtrack.us\/congress\/vote.xpd?vote=h2009-680\">your representatives voted<\/a> when this thing passed the House.\nThe vote didn&#8217;t break down neatly by party lines.\nHowever, if you look at the <a href=\"http:\/\/www.govtrack.us\/congress\/vote.xpd?vote=h2009-680\">cartogram<\/a>, it looks like city\nRepresentatives tended to vote for it, while rural ones tended to vote against.
